I still can not fathom how a police force though, with no ties to government/dictator can be so corrupt. Like, in some countries we see the police basically acting as enforcers and body guards for these despots, and it makes sense how the corruption came about. But that's not the case for the LAPD, it is not as though they are any president's enforcers or anything.
